VISION:Te Waihora/Lake Ellesmere will be a beautiful, healthy, and attractive wetland landscape that can support the native biodiversity as well as social wellbeing.

GOALS:1. Water eutrophication caused by intensive agricultural production
    2. Vegetation loss especially freshwater wetland plants
    3. Lack of recreational facilities
    4. Declining environment of the lake for Mahingakai practices

    OBJECTIVES:
    - To provide a strategy to improve the water quality
    - To create diverse habitats to enhance biodiversity
    - To reduce the negative impact on the wetland from human activities
    - To provide amenity facilities for visitors
    - To create opportunities for multiple recreational experiences
    - To protect and enhance Mahingakai traditions
