    Background & Problem
    North Halswell is on the northeast edge of the Halswell district, including Sparks Road, Sparks Road Cycleway Track, Sparks Road Wetland, residential area, and rural area with vacant tussock grassland. Since 2018, a new residential and commercial development plan has been in progress in North Halswell, bringing the vacant land into use and dealing with the increasing population.

    However, some parts of North Halswell are in the Hendersons Basin, which will easily collect surface runoff and water-log each time after rainy or wet seasons, making people immensely struggle when going outside and hindering the traffic. Also, water-log and surface runoff lead to soil erosion and cause ecological degradation and severe flood conditions. People who live in North Halswell or will live in the new blocks in North Halswell urgently want this problem resolved by stormwater management and environmental restoration.
