Site Description: Winding down Harbour Street, there are both experiential and physical disconnection with lack of daytime activities to keep tourists occupied while waiting for dusk to fall, and penguin-watching to start. Cold strong Easterlies and Southerlies wind sweep through the sparse landscape, dotted with several large industrial buildings.

Tourists experience is restricted to passive participation, simply by penguin-watching and short educational walks and talks. Heavy traffic pose as a risk to homeward bound penguins, at the base of Cape Wanbrow.

Design Intent: This design will initially draw traction and increased tourists numbers, with its distinctive reputation for a truly unique blue penguin experience, its Victorian heritage and steampunk. With its well-known reputation, it will create a ripple effect with a catalyst for demand for waterfront living.

Through Harbour Street, tourists will be drawn by a vibrant Arts Precinct with a flurry of activity, and into a walk through the wheat fields, into Kororā-lab, where an active and fun escapist experience awaits them. The boardwalk leads into Penguin-Tidal Portal, where they can learn all about blue penguins, and its history. A steam train is an option for those who prefer a different mode of transport to the Blue Penguin Colony. A native coastal walk winds through the landscape ending at the colony.
