Vision: By 2060 Whitianga’s waterfront will become a thriving, well connected; multifunctional hub, tourism precinct and recreational gateway to the seascape. Whitianga will be known as the ‘Gateway from Landscape to Seascape’ that will provide a unique blend of; improved access to the seascape, tourism opportunities, maritime activities, preservation of character, and green open space. These aspects will come together to support the role of Whitianga as a second home and tourist destination.

With the population set to double by 2060, density of the waterfront will increase to accommodate for the rise in people visiting and moving to Whitianga for its seascape features, views and ocean values. The waterfront will act as a catalyst of change that deals with a growing small town.

The function of Whitianga’s waterfront serves for all marine activities and acts as a gateway to the Mercury Bay’s seascape. It will catalyst change as it draws people to Whitianga to explore what Mercury Bay has to offer. Tidal change and sea level rise also act as a catalyst in the form of adapting to the change in sea level of the harbour which in return creates design opportunities.
