Objective 1: Locate and create a mixed use, transit orientated, well-connected and walkable community hub.

• Opportunity to connect schools, commercial area, community spaces and public transport with a hub located on higher ground through a land swap with the Avondale golf course which is situated on a small hill.
• The reaches of the flooding zone create a chism between the North (higher ground) and south (low land) of the Avon, so unless connect­ed, the hub will support only half of its potential community network.

Objective 2: Locate and create additional flood storage areas for storm water.

• More than 25 hectares of red zone land on the left side of Kerr’s reach to retain stormwater in basins during flood events. Combining the SWM into one large space opens opportunity for multi-purpose to add value - recreational use during dry weather, eg. use as club sports field, or festival space.
• Currently unprotected from future sea level rises, the area will be inundated with water unless protected somehow.

Objective 3: Locate and create a unique regional recre4ation facility.

• Three areas across the site offer the opportunity to create a unique recreational proposition for the region, and if connected across both sides of the Avon, could act to bring together the two disparate communities.
• These sit firmly in both the red zone (uncertain land conditions) and the flooding area. So opportunities will be constrained by the level of monetary investment in engineering, but this makes way for soft landscaping and innovative recreational use.
